Vehicle and Traffic (Driver Licensing and Vehicle Registration) Amendment Regulations 2026

I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council, make the following regulations under the Vehicle and Traffic Act 1999 .

1.   Short title

These regulations may be cited as the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Amendment Regulations 2026 .

2.   Commencement

These regulations take effect on the day on which their making is notified in the Gazette.

3.   Principal Regulations

In these regulations, the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Regulations 2021 are referred to as the Principal Regulations.

4.    Regulation 3 amended (Interpretation)

Regulation 3(1) of the Principal Regulations is amended by inserting after the definition of primary licence the following definition:

quad bike has the same meaning as in the Road Rules 2019 ;

5.    Regulation 83 amended (Registration period)

Regulation 83(1) of the Principal Regulations is amended by omitting "for a" and substituting "until the end of the last day of the".

6.    Regulation 88 amended (Issue of registration number and number plates)

Regulation 88(5) of the Principal Regulations is amended by inserting "or quad bike" after "cycle".

7.    Regulation 89 amended (Obligation to display number plate)

Regulation 89(1) of the Principal Regulations is amended as follows:

(a) by inserting in paragraph (c) "or quad bike" after "cycle";

(b) by omitting from paragraph (d) "or a" and substituting ", quad bike or".

8.    Regulation 160 amended (Security of information in registers)

Regulation 160 of the Principal Regulations is amended as follows:

(a) by omitting the definition of identity matching services from subregulation (1) and substituting the following definitions:

DVS has the same meaning as in the Identity Verification Services Act 2023 of the Commonwealth;

Identity Matching Services has the same meaning as in the intergovernmental agreement within the meaning of the Identity Verification Services Act 2023 of the Commonwealth;

(b) by omitting from subregulation (2)(e) "identity matching services" and substituting "Identity Matching Services, including a DVS, in connection with the exercise of the Registrar’s driver licensing functions".

9.    Regulation 161 amended (Issue of certificates and disclosure of information contained in register)

Regulation 161 of the Principal Regulations is amended as follows:

(a) by omitting subregulation (4) ;

(b) by omitting from subregulation (5) "Subject to the administrative guidelines, information may be disclosed" and substituting "The Registrar may, in response to some other request for information recorded in a register, provide that information";

(c) by omitting subregulation (6) .

10.    Regulation 162 rescinded

Regulation 162 of the Principal Regulations is rescinded.

11.    Regulation 176 amended (Medical examinations)

Regulation 176(1) of the Principal Regulations is amended by omitting "Assessing Fitness to Drive for Commercial and Private Vehicle Drivers 2016 published by Austroads Inc.," and substituting "Assessing Fitness to Drive, published by Austroads Ltd in June 2022 and".

12.    Schedule 1 amended (Fees)

Part 3 of Schedule 1 to the Principal Regulations is amended as follows:

(a) by inserting "or quad bike" after "cycle" in column 3 of paragraph (a) of item 7 in the table ;

(b) by inserting "or quad bike" after "cycle" in column 3 of paragraph (c) of item 7 in the table ;

(c) by inserting "or quad bike" after "cycle" in column 3 of item 8 in the table ;

(d) by inserting "or quad bike" after "cycle" in column 3 of item 9 in the table ;

(e) by omitting "or a" from column 3 of item 10 in the table and substituting ", quad bike or";

(f) by inserting "or quad bike" after "cycle" in column 3 of item 11 in the table ;

(g) by omitting "or a" from column 3 of item 12 in the table and substituting ", quad bike or".

EXPLANATORY NOTE

(This note is not part of the regulation)

These regulations amend the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Regulations 2021 to –

(a) clarify that the registration of a vehicle remains in force until the end of the last day of the registration period; and

(b) clarify that only one number plate is required to be affixed to a quad bike; and

(c) enable the Registrar of Motor Vehicles to release certain information for the purposes of a Document Verification Service used under the Identity Verification Services Act 2023 of the Commonwealth in connection with the exercise of the Registrar’s driver licensing functions; and

(d) omit references to administrative guidelines relating to the release of information in a register; and

(e) update a reference to a publication setting out standards for the conduct of medical examinations.
