Vehicle and Traffic (Driver Licensing and Vehicle Registration) Amendment Regulations 2023
I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council, make the following regulations under the Vehicle and Traffic Act 1999 .

These regulations may be cited as the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Amendment Regulations 2023 .
These regulations take effect on the day on which their making is notified in the Gazette.
In these regulations, the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Regulations 2021 are referred to as the Principal Regulations.
4. Regulation 3 amended (Interpretation)
Regulation 3(1) of the Principal Regulations is amended by omitting the definition of learner approved motor cycle and substituting the following definition:learner approved motor cycle means a motor cycle that (a) has either (i) an engine capacity of 660cc or less and a power-to-weight ratio not exceeding 150 kilowatts to one tonne; or(ii) an electric motor with a power output not exceeding 25 kilowatts; and(b) is approved by the Registrar as a learner approved motor cycle, or belongs to a class of motor cycles approved by the Registrar as learner approved motor cycles, for the purposes of these regulations;
5. Regulation 47A inserted
After regulation 47 of the Principal Regulations , the following regulation is inserted in Division 8:47A. Exemption from requirement to hold motor cycle licence postal worker driving postal vehicle
(1) In this regulation Australia Post has the same meaning as in the Australian Postal Corporation Act 1989 of the Commonwealth;postal vehicle means a motor vehicle that is a motor trike that (a) is a learner approved motor cycle that has an electric motor as its sole means of propulsion; and(b) has a maximum motor cycle speed not exceeding 50 kilometres per hour;postal worker means a person who is employed, or engaged, to deliver mail and parcels within Tasmania for, or on behalf of, Australia Post.(2) A person is exempt from the requirement to hold a motor cycle licence when driving a postal vehicle on a public street if that person, at the time at which the person is driving the postal vehicle (a) is a postal worker; and(b) is driving the postal vehicle in the persons capacity as a postal worker; and(c) holds a driver licence, in the hierarchy of licence classes, other than a learner licence in relation to a car.

These regulations amend the Vehicle and Traffic (Driver Licensing and Vehicle Registration) Regulations 2021 by providing for an exemption from certain licensing requirements for postal workers operating a motor trike in specified circumstances.
