I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council, make the following regulations under the Ambulance Service Act 1982 .

1.   Short title

These regulations may be cited as the Ambulance Service (Fees) Regulations 2001 .

2.   Commencement

These regulations take effect on the seventh day after the day on which their making is notified in the Gazette.

3.   Interpretation

In these regulations –
Act means the Ambulance Service Act 1982 ;
emergency ambulance means an ambulance equipped to respond to a potentially life-threatening incident;
emergency ambulance services means ambulance services provided as –
(a) an immediate response to a potentially life-threatening incident with the use of lights and sirens; or
(b) a non-immediate response without the use of lights and sirens;
medical practitioner means a registered medical practitioner as defined in the Medical Practitioners Registration Act 1996 ;
paramedic means an officer of the Ambulance Service with accreditation under the appropriate award in relation to the provision of advanced life support;
patient-transport officer means an officer of the Ambulance Service who provides routine ambulance services in a patient-transport vehicle;
patient-transport vehicle means an ambulance other than an emergency ambulance;
round trip means the distance travelled by, or the time taken by, an emergency ambulance, patient-transport vehicle, fixed-wing aircraft, helicopter or vessel from the start of a trip until it –
(a) returns to its assigned station; or
(b) returns to its assigned location; or
(c) starts a new trip;
routine ambulance services means ambulance services other than emergency ambulance services;
specialised rescue vehicle means a vehicle with specialised equipment used to extricate trapped people.

4.   Scale of fees for ambulance services

(1)  Subject to subregulation (2) , the fees specified in items 1, 2, 3, 4 and 5 of Schedule 1 are prescribed as the scale of fees payable to the Director in respect of ambulance services provided under the Act.
(2)  Additional fees are payable to the Director in respect of ambulance services specified in item 4 of Schedule 1 and provided under the Act from 12.01 am Saturday up to and including midnight Sunday as determined by the Director, either generally or in relation to a specific case.
(3)  If 2 persons are conveyed in the same emergency ambulance, patient-transport vehicle, fixed-wing aircraft, helicopter or vessel, the relevant fee payable by each person is reduced by 40%.
(4)  If 3 or more persons are conveyed in the same emergency ambulance, patient-transport vehicle, fixed-wing aircraft, helicopter or vessel, the relevant fee payable by each person is reduced by 50%.
SCHEDULE 1 - Scale of fees for ambulance services

Regulation 4

1. 

Emergency ambulance services –

 

(a) use of emergency ambulance, with treatment but no transport, for round trip –

 
 

(i) first 15km or part of 15km

388.57 fee units

 

(ii) each kilometre or part of a kilometre in excess of 15km

(b) use of emergency ambulance, with treatment and transport, for round trip –

 
 

(i) first 15km or part of 15km

(c) use of specialised rescue vehicle for trip to site of incident –

 
 

(i) first 15km or part of 15km

6 528.57 fee units

2. 

Emergency ambulance services or routine ambulance services –

 

(a) provision of ambulance services on fixed-wing aircraft for round trip

1 388.57 fee units plus 519.84 fee units first hour or part of first hour and 129.95 fee units for each additional 15 minutes or part of 15 minutes

 

(b) provision of ambulance services on helicopter for round trip

cost of hire of helicopter plus 808.57 fee units first hour or part of first hour and 24.07 fee units each additional 15 minutes or part of 15 minutes

 

(c) provision of ambulance services on vessel for round trip

cost of hire of vessel plus 96.27 fee units first hour or part of first hour and 24.07 fee units for each additional 15 minutes or part of 15 minutes

 

(d) attendance of medical practitioner on fixed-wing aircraft, helicopter or vessel

3. 

Routine ambulance services with use of emergency ambulance for round trip –

 

(a) first 15km or part of 15km

125.83 fee units

 

(b) each kilometre or part of a kilometre in excess of 15km

4. 

Routine ambulance services with use of patient-transport vehicle for round trip –

 

(a) first hour or part of an hour –

 
 

(i) with attendance of one patient-transport officer

39.45 fee units

 

(ii) with attendance of 2 patient-transport officers

(b) each kilometre or part of a kilometre –

 
 

(i) with attendance of one patient-transport officer

1.05 fee units

 

(ii) with attendance of 2 patient-transport officers

5. 

Hire of ambulance for round trip –

 

(a) with attendance of at least one paramedic –

 
 

(i) first 3 hours or part of 3 hours and first 15km or part of 15km

246.67 fee units

 

(ii) each hour or part of an hour in excess of 3 hours

76.35 fee units

 

(iii) each kilometre or part of a kilometre in excess of 15km

0.91 fee units

 

(b) with attendance of at least one officer of the Ambulance Service

 
 

(i) first 3 hours or part of 3 hours and first 15km or part of 15km

225.71 fee units

 

(ii) each hour or part of an hour in excess of 3 hours

(iii) each kilometre or part of a kilometre in excess of 15km

(c) with attendance of one or more honorary ambulance officers –

 
 

(i) first 3 hours or part of 3 hours and first 15km or part of 15km

175.24 fee units

 

(ii) each hour or part of an hour in excess of 3 hours

52.24 fee units

 

(iii) each kilometre or part of a kilometre in excess of 15km
