Crowd Controllers Amendment Regulations 2000

I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council, make the following regulations under the Crowd Controllers Act 1999 .

1.   Short title

These regulations may be cited as the Crowd Controllers Amendment Regulations 2000 .

2.   Commencement

These regulations take effect on the day on which their making is notified in the Gazette.

3.   Principal Regulations

In these regulations, the Crowd Controllers Regulations 2000 are referred to as the Principal Regulations.

4.    Regulation 4 substituted

Regulation 4 of the Principal Regulations is rescinded and the following regulation is substituted:

4.   Competency requirements

For the purposes of sections 5 , 12 , 15 and 16 of the Act, the prescribed competency requirements are –
(a) a qualification or statement of attainment which includes the following competency standards in relation to the Hospitality Industry endorsed by the Australian National Training Authority:
(i) THHBTHS02A Determine and use reasonable security forces to control access to and exit from premises;
(ii) THHBTHS03A Maintain safety of premises and personnel;
(iii) THHBTHS04A Manage intoxicated persons;
(iv) THHBTHS06A Apprehend offenders;
(v) THHBTHS09A Control crowds;
(vi) THHBTHS17A Observe and monitor people; or
(b) a qualification or statement of attainment which includes the following competency standards in relation to the Asset Security Industry endorsed by the Australian National Training Authority:
(i) PRSSG02A Control the access to and exit from premises;
(ii) PRSSG03A Maintain safety of premises and personnel;
(iii) THHBTHS04A Manage intoxicated persons;
(iv) PRSSG09A Apprehend offenders;
(v) PRSSG13A Control crowds;
(vi) PRSSG26A Observe and monitor people.

These regulations amend the Crowd Controllers Regulations 2000 by prescribing alternative competency requirements to be obtained by a person who wishes to carry out the functions of a crowd controller.
