Climate Change (Greenhouse Gas Emissions) Regulations 2012
I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council and on the recommendation of the Minister, make the following regulations under the Climate Change (State Action) Act 2008 .

These regulations may be cited as the Climate Change (Greenhouse Gas Emissions) Regulations 2012 .
These regulations take effect on the day on which their making is notified in the Gazette.
In these regulations Act means the Acts Interpretation Act 1931 ;baseline figure means the figure representing the baseline as set out in regulation 4(2) ;Greenhouse Gas Inventory means the Australian National Greenhouse Accounts: State and Territory Greenhouse Gas Inventories published by the Commonwealth Government.
(1) The method for measuring the greenhouse gas emissions for the purposes of setting relevant 1990 levels (the baseline) is adding the total carbon dioxide equivalent emission figures for Tasmania for the financial year ending on 30 June 1990 for each of the following sectors as set out in the most recently published Greenhouse Gas Inventory:(a) energy;(b) industrial processes;(c) agriculture;(d) waste;(e) land use, land use change and forestry;(f) any other sector set out in the Greenhouse Gas Inventory.(2) At any particular time, the figure that represents the baseline is the figure set out in the most recently published Greenhouse Gas Inventory as the total of the carbon dioxide equivalent emission figures for Tasmania for the financial year ending on 30 June 1990 for each of the sectors referred to in subregulation (1) , as set out in that Inventory.
5. Measuring reduction in greenhouse gas emissions
A reduction in the amount of Tasmania's greenhouse gas emissions for a year commencing on or after 1 January 1991 is to be calculated using the following formula:where A is the baseline figure;B is the sum of the carbon dioxide equivalent emission figures for Tasmania for the financial year ending on 30 June in that year for each of the following sectors as set out in the most recently published Greenhouse Gas Inventory:(a) energy;(b) industrial processes;(c) agriculture;(d) waste;(e) land use, land use change and forestry;(f) any other sector set out in the Greenhouse Gas Inventory.
6. Minister to publish baseline figure and greenhouse gas reductions
(1) In this regulation relevant year, in relation to a Greenhouse Gas Inventory, means the year in which the most recent financial year to which that Inventory relates ends.(2) Within 60 days after a Greenhouse Gas Inventory is published, the Minister is to publish in the Gazette, and may publish in any other manner he or she considers appropriate (a) the baseline figure; and(b) the reduction in greenhouse gas emissions for the relevant year.
