EXPLANATORY NOTE

(This note is not part of the regulation)

(a) the regulation of pilots and pilotage; and

(b) the issue of pilot's licences; and

(c) the issue of pilotage exemption certificates; and

(d) the regulation of navigation through certain bridges and in certain circumstances and areas; and

(e) regulate the navigation of unseaworthy vessels.
